Migration to Lithuania from third countries

First of all, intending to live in Lithuania the visa is required depending on whether the natural person stays permanently or temporarily in the country. All the documents will have to be submitted to Migration Department.

Temporary resident permits

The following or related documents must be provided according to the business practice needs:

1)  highly qualified employee’s form (regulated professional activity);

2) highly qualified employee form (non-regulated professional activity);

3) a special form if a natural person is a permanent employee of an EU company;

4) employment under employment agreement if a natural person’s profession is not in the list of the professions in demand to the Lithuanian Labour Market;

5) the qualification-related employment having finished studies or completed a vocational training programme (a special form);

6) employment under employment agreement if a natural person’s profession is in the list of the professions in demand to the Lithuanian Labour Market;

7) if a natural person is а director or a sharer of a company registered in the RL (Republic of Lithuania) (a special form);

8) if a natural person is a director of a company registered in the RL and intends to work in this company;

9) if a natural person is a journalist;

10) if a natural person intends to carry out legal activities related to new technologies or other innovations significant to the economics and social development of the RL;

11) if a natural person intends to engage in religious activity;

12) if a natural person implements government programmes in cooperation with other states;

13) if a natural person is a participant of EU-supported volunteer programmes.

Permanent resident permits require additional information usually related to the citizenship or family. But it has strict rules.

National visas are issued due to long-term stay in the RL. There are other options as well.

The applications for the issuance of a temporary residence permit in the Republic of Lithuania on the ground of work must be examined on a general basis no later than within 4 months from the date of submission of the application and in case of highly qualified employees – not later than within 2 months or 1 month (depends on ground). The applications of students must be examined on a general basis not later than within 3 months from the date of submission of the application, and the applications of the participants and managers or shareholders of the companies – not later than within 4 months.

These deadlines may be extended under the Migration Departments’ decision to suspend the examination of the application if it is necessary to collect additional information.

Fees

The state fee for services (payment code – 5740) is paid to one of the following accounts of the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania (company code 188659752) (the fees may change from time to time):

  • identity documents (28 Eur);

  • stateless person’s travel document (28 Eur);

  • issue or replacement (28 Eur);

  • urgent issuance or replacement within 7 working days from the receipt of application (43 Eur);

  • alien’s passport (43 EUR);

  • issue or replacement (35 Eur);

  • refugee travel document (28 Eur);

  • issue or replacement (28 Eur).

Residence Permits (Temporary Residence Permit of the Republic of Lithuania (hereinafter – temporary residence permit)

Examination of application for issuance or replacement of the temporary residence permit:

  • general order (86 Eur);

  • urgent order (172 Eur).

Processing of the temporary residence permit:

  • general order (28 Eur);

  • urgent order (56 Eur).

Permit of a long-term resident of the Republic of Lithuania to reside in the European Community (hereinafter – permanent   residence permit)  

Examination of application for issuance of the permanent residence permit:

  • general order (43 Eur);

  • urgent order (86 Eur).

Examination of application for replacement of the permanent residence permit:

  • general order (11 Eur);

  • urgent order (22 Eur).

Processing of the permanent residence permit:

  • general order (28 Eur);

  • urgent order (56 Eur).

A temporary residence permit card of a family member of a Union citizen:

  • examination of documents for issuance a temporary residence permit card of a family member of a Union citizen (20 Eur);

  • examination of documents for replacement a temporary residence permit card of a family member of a Union citizen (5,70 Eur);

  • a temporary residence permit card of a family member of a Union citizen issuance or replaced temporary residence permit card of a Union citizen issuance (8,69 Eur).

Certificate confirming the right for an EU   member state national to reside in the Republic of Lithuania:

  • issue (8,60 Eur).

Visas and invitation 

Visas:  

  • consideration of applications to issue the national visa (D), taking decisions on issuance or refusal to issue the national visa (D) in the Republic of Lithuania (60 Eur)

  • consideration of applications to issue the Schengen visa, taking decisions on issuance or refusal to issue Schengen visa (C) in the Republic of Lithuania (60 Eur).

  • extension of validity period of issued Schengen visa and (or) the duration of stay (30 Eur).

Invitation by a natural or legal person:

  • verification of an invitation (4,90 Eur).

Citizenship of the Republic of Lithuania 

Examination of applications for citizenship of the Republic of Lithuania:    

  • for reinstatement of citizenship (41 Eur);

  • for granting citizenship by way of simplified procedure (50 Eur);

  • for granting citizenship by way of naturalization (51 Eur);

  • for granting citizenship by way of exception (51 Eur);

  • for restoration of citizenship (53 Eur);

  • for renouncement of citizenship (35 Eur).

Certificate confirming the right to reinstate Lithuanian citizenship:   

  • examination of application to issue (15 Eur);

  • examination of application to replace (6,30 Eur);

  • issue or replacement (2,90 Eur).

Certificate confirming Lithuanian descent

  • examination of application to issue (12 Eur);

  • examination of application to replace (6,30 Eur).

  • issue or replacement (2,90 Eur).

If a company that a natural person manages or participates at has been implementing its legal activity for more than 6 months – this person may be granted a temporary residence permit (which is usually issued for 2 years and later can be renewed). While the application for a temporary residence permit is processed, a national visa can be issued.

A natural person may also obtain a national visa if managing or participating at a company that was established not earlier than one year before the application for a national visa.

A natural person may also come to temporarily reside in Lithuania on other grounds, which are listed below. In such cases, a natural person may obtain a temporary residence permit (usually it is issued for one year, later it may be renewed with a temporary residence permit that lasts 2 years). While the application for a temporary residence permit is considered, a national visa may be obtained.

When all above-mentioned documents and forms are confirmed, a natural person will be able to open a bank account.

If planning to buy real estate a natural person will need to declare registered address in Lithuania. The transaction will be approved by notary with the fees set out in Lithuanian laws and legal acts regarding the matter. Other state fees will be applied when a natural person registers the property in the Centre of Registers. At the end of the tax year, a natural person may need to fill in tax declarations issued by State Tax Inspectorate. The same applies for any business activity a natural person may wish to run in Lithuania. It must be registered at the State Tax Inspectorate.
